Context

Green roofs contribute to climate adaptation by collecting rainwater, reducing heat in cities, and improving biodiversity. However, green roofs are expensive, which can deter owners from installing them. Within this project, we sought solutions to distribute the costs of installing and maintaining a green roof more fairly, including by reducing the sewerage tax for green roofs. We found that a sound and well-founded tax differentiation can give citizens and property owners a strong incentive to implement climate adaptation measures on a larger scale.

Approach and activities

The idea of tax differentiation as a financial incentive for installing green roofs arose during the first phase of the Green Deal Green Roofs. This idea formed the basis for the impact project "Tax differentiation for climate-adaptive buildings." The Spatial Adaptation Incentive Program approved this project proposal. NextGreen and Stroom en Onderstroom were responsible for the project management of the Green Deal and the report.
