Context
Because more than half of the surface area in cities and towns consists of private land, governments want to encourage their residents and businesses to make their buildings and plots climate-proof. NextGreen and Stroom en Onderstroom were commissioned by the Delta Program for Spatial Adaptation to investigate whether there is interest in conducting pilots to learn together how financial incentives work to encourage climate-adaptive behavior among private individuals. At least 18 municipalities, nine water boards, one province, and two drinking water companies want to participate in these pilots.
Approach and activities
The earlier inventory 'Financial incentives for climate adaptation (2017)' shows that differentiating water-related levies as a financial incentive offers opportunities to structurally motivate private individuals. Following the earlier inventory and an accompanying action in the Delta Plan 2017, NextGreen conducted a feasibility study on behalf of the Spatial Adaptation Steering Group into the possibilities and impossibilities of a jointly developed process. The results of this study are intended to help make this decision. A survey and a meeting with interested respondents, together with a round of responses from the sounding board group, show that the theme of 'financial incentives' is very topical among those involved.
