Practical test of assessment framework for environmental vision with SDGs

On behalf of the Association of Netherlands Municipalities (VNG), NextGreen facilitated a practical trial in which municipalities developed an assessment framework to link the environmental vision to the SDGs and environmental impact assessments.

Context

An important issue in the implementation of the environmental vision is how a municipality can shape and implement an integrated approach to the physical living environment. How can sustainable themes such as energy transition, health, and air quality be incorporated into the environmental vision? And what framework can be used to weigh up these themes in the living environment in an integrated manner?

To support municipalities with an assessment framework, the Association of Netherlands Municipalities (VNG) organized practical trials with a number of municipalities to develop a framework based on the SDGs and the EIA.  The results were used to create a guide for municipalities to link their environmental vision in a practical way to the Sustainable Development Goals (SDGs or Global Goals) and the Environmental Impact Assessment.

Objective

Using a practical trial to develop an assessment framework with the SDGs that municipalities can use for their environmental vision to make integrated assessments.

Process approach

NextGreen facilitated the working sessions with the municipalities, during which a draft assessment framework took shape step by step. The Global Goals proved to be an inspiring basis for the environmental vision with their two specific characteristics: working on a positive agenda of 'Doing good', where you look at what more you can do than what is legally required. And the principle that everyone counts: 'leave no one behind'. Together with Ellen van Reesch and Jos van der Schot (Innovation Partners).
