Context
How can municipalities and water boards ensure climate-adaptive measures on private land during area development, transformation, and urban redevelopment? There is experience gained from pilots and projects, but an overview of lessons learned and considerations was lacking.

Process approach
NextGreen interviewed Amsterdam experts about their experiences, lessons learned, and the scaling potential of instruments such as the water-neutral building envelope, the plot passport, and a sustainable sewerage charge. We incorporated these insights into a framework, which we then used to create a decision support system (decision model) for the customized application of the available instruments based on the local situation. For example, based on land position, zoning plan, investment ambition, risk approach, and the expected acceptance by other public and private parties. Among other things, we look at the extent to which instruments are coercive or more persuasive in nature, and to what extent they can be combined.
The framework and decision model for ensuring climate adaptation on private land have been published on the Rainproof website. They tie in with other overviews of instruments, such as those in the Roadmap for Climate-Resilient Area Development of the City Deal on Climate Adaptation. NextGreen provided the information for five fact sheets in this Roadmap, based on the interviews. Together with Stroom and Onderstroom.
