NextGreen was commissioned by the municipality of Utrecht to guide the process toward a Roof Vision with the goal of having no unused roofs by 2050. 

Context

The municipality of Utrecht wants to develop a Roof Vision with Ambition, together with stakeholders in the city. This involves a concrete ambition that brings together the strategic goals for climate adaptation, energy transition, biodiversity, and spatial quality. The ultimate goal is to have 'no roof unused' by 2050. In addition, the vision must provide tools for stimulating and realizing a sustainable roof environment using a mix of policy instruments and, where necessary, innovative forms of financing. A preliminary memorandum has already been drawn up with the most important principles, and an opportunity map has been created that outlines a framework for assessment and the potential.

Process approach

NextGreen has been asked to guide and support the municipality in the creation of 'The Sustainable Roofs Ambition Document'. Our role is primarily to contribute to the process and build connections, and where appropriate, to bring in previous experiences with assessment frameworks, decision support for policy, financial incentives, and the possible role of financial institutions.
